Our client has a diverse portfolio of over 25 critical IT projects, primarily at the enterprise level. The Project Advisor (PA) is a member of a small and cohesive team in the Information Technology Division that assists agencies to successfully deliver these projects. The PA role presents the right individual with an excellent opportunity to help steer a variety of the key IT. THIS IS NOT A PROJECT MANAGER OPPORTUNITY - the PA does not actually manage any of these projects. Instead, the PA provides oversight, quality assurance and mentoring services to help ensure that project teams manage projects with the client’s standards. By effectively performing these oversight and mentoring functions, the PA helps ensure the Commonwealth receives best and timely return on its sizable capital investments.
The successful Project Advisor (PA) combines outstanding project management skills, experience and aptitude with exemplary interpersonal, communications and team skills. The PA must be extremely proactive, accountable and responsive and collaborate effectively with project managers and teams to apply best project management practices within real-world constraints. Finally, the PA engages proactively and openly with assigned projects to help watch for and manage potential obstacles and pitfalls so the projects stay on track and recover from problems as quickly as possible.
1. Assists assigned projects to successfully deliver the intended outcome(s) of the project
2. Provides oversight of several concurrent capital funded IT projects.
3. Works closely and effectively with agency project teams and client staff to facilitate successful project delivery.
4. Mentors project managers and teams on the effective application and use of the in house project management methodology.
5. Oversees and reports on project schedule, budget, scope, resources, and quality processes and deliverables and artifacts and escalates issues, problems and risks to senior management as necessary.
6. Uses a variety of Microsoft Office and other tools to produce a monthly dashboard for each assigned project.
7. Communicates effectively verbally and in writing to business and technical staff and management at all organizational levels.
8. Performs related duties, as required.
Minimum Qualifications:
1. Has 10+ years IT experience including 1 or more years of formal IV&V, QA, or SW testing.
2. Has 5+ years of IT project management experience
3. Has managed complex projects; including working with business, & technical issues and project control.
4. Has In-depth knowledge of the principles, tools and techniques of project management and project planning
5. Demonstrates excellent human relations, coaching/mentoring, communications and analysis skills, planning and organizational proficiency and solid and sound business judgment.
6. Works well both independently and collaboratively; skilled in problem solving, consensus building, conflict resolution and team building
7. Proficient at using project management office automation tools such as MS Office, MS Project, Visio, etc.
Preferred Qualifications:
1. Project management certification, e.g. PMP, is highly preferred
2. Experience with project and portfolio management tools such as CA Clarity, IBM Rational, etc.
3. 3+ years successfully managing large scale technology projects
4. Familiarity with UP and agile software development methods
