Need a senior project manager to run a new development project related to the Health & Benefit Servicing business of a benefits outsourcing firm. Project entails database design, web application development, and administrative tools development. Consultant must have solid experience with Health & Benefit type projects. This is an Agile environment and the person must also have solid experience in working under this methodology


Other Requirements:
* Demonstrated experience in application development, C#, Visual Studio.NET, ASP.NET, PL/SQL, Client-Side JavaScript, HTML, XML, and Web Services
* Experience developing multi-tier Internet/Intranet applications
* Oracle experience a plus
* Strong analytic and design capabilities
* Working knowledge of database design and Service Oriented Architectures (SOA) a plus
* Detail oriented, quality consciousness and committed to deadlines

Person will be responsible for project management for all activities associated with medium & large scale IT projects. This may include taking the primary project leadership role from a technical perspective on all software projects assigned to the software development team.

Responsibilities:
* Develop, communicate, and oversee a project plan for project teams throughout the project life cycle. Escalate issues and risks as appropriate.
* Ensure resource shortfalls and/or conflicts are identified and managed. Provide and maintain a portfolio view of business change projects and programs.
* Determine team member responsibilities and holds individuals accountable. Mentor and coach project managers and teams.
* Work with limited supervision while providing constant feedback on project status and deadlines. Monitors the progress of programs and projects (through project plans and regular status meetings) to ensure that stakeholder, sponsor, and/or client expectations are being met.
* Supervise two or more employees as direct reports, having full authority for people management tasks including: assigning, directing, and evaluating work; making hiring decisions; conducting performance evaluations and career development discussions; approving salary and bonus actions; and ensuring appropriate orientation and on-going education/training.
* Within the greater group, may review all deliverables and coding from both the in-house development team and outsourcing partner; coordinate re-work efforts to ensure adherence to the company's coding standards, best practices, design, and architecture parameters.
* Maintains awareness of PM techniques and expertise being used in other parts of the company. Contributes KM (Knowledge Management) material based on experience gained in business critical programs.
* Develops and presents program and project recommendations and recommends appropriate solutions based on business value.
* Assist with coding duties when project schedule is in serious jeopardy and conduct code reviews as necessary.
