Responsibilities include developing, planning and executing communications, organizational change management, and training strategies and test plans and scripts processes to ensure the readiness and acceptance by District-wide users and stakeholders of the Statewide Longitudinal Education Data Warehouse (SLED) technology solution and its component applications. In addition, advise the SLED Director on communication and organizational change management planning, budgeting and policy decisions related to SLED implementation and user readiness programs. Participate in business process analysis and re-engineering efforts, support change management and assist in the facilitation of data quality management groups, work with the cross-LEA governance committees and work groups, and manage administrative responsibilities related to the convening of additional advisory work groups. 
Responsible include: 
•Analyze the potential impact on end-users of automation of data and processes, the movement toward standard data collection and reporting, and the implementation of data validation/verification practices to ensure data integrity; 
•Define policies and procedures that clarify agency-wide data owners and stewards’ roles and responsibilities related to federal and state reporting elements in the SLED; 
•Conduct information collection sessions with different stakeholders such as OSSE managers, external stakeholders, teachers, principals, managers and data-entry staff to assess challenges and issues they experience in entering, managing, and reporting data for all reports and analyses; 
•Identify stakeholder readiness, needs, and risks, and develop appropriate mitigation strategies related to establishing and maintaining procedures for implementing the Unique Student Identifier, the Teacher and Student Tracking Systems, various mandated reporting requirements and data use efforts; 
•Coordinate, implement, and evaluate user training activities including stakeholder and CM communications activities; 
•Identify and remediate skills gaps in user communities’ responses to the data requirement through training and change management; and 
•Identify the need for and help to select and supervise CM staff, including administrative staff, business analysts, and data entry personnel who work within the CM functional areas, including training, business process, engineering, and communications. 
•Assist in supporting the functional and technical requirements for business process re-engineering and data migration into the new system, including, but not limited to, the following specific tasks: 
•Define process flow procedures and create diagrams that convey these procedures; 
•Analyze current business processes to detect inefficiencies and needs, and document future business processes; 
•Document current business process in publication-quality written documents; 
•Create data maps illustrating the flow of data into and from each data system; 
•Conduct impact analyses and associated business process (re)engineering activities; 
•Perform administrative tasks associated with planning, monitoring, and maintaining the change management functions and processes; 
•Assist in the development and publication of user security role mapping and data access policies; and 
•Communicate and present business processes, workflow diagrams, and data maps in ways that are understandable to teachers, principals, managers, data-entry staff at the school, local district, and state levels. 
•Support the implementation of the Unique Student Identifier solution, an initial phase of the SLED. Those tasks include, but are not limited to: 
•Data entry student information data; 
•Monitor data processes that are implemented for the USI solution; 
•Review data submitted to the SLED to ensure data quality, integrity, and reliability across as SLED data systems; 
•Serve as a Subject Matter Expert to support LEA users of the SLED; 
•Manage data quality processes to ensure the timely delivery of required reports to State and Federal agencies 
•Perform administrative tasks to support the SLED Director and Management Team during the SLED project implementation.
